Garre/Garee/Gurrehb, Somali pastoralist clan

The Garre people (also known as Garee or Gurrehb) are one of the major Somali pastoralist clans. They are distributed across vast geographical areas in the Horn of Africa, spanning southern Somalia, the Ogaden region of Ethiopia, and the North Eastern Province of Kenya. They exemplify a trans-border pastoralist society that has historically adapted to semi-arid environments while navigating the region’s political and environmental fluctuations.

The Garre hold a distinctive place within the ethnic and social fabric of the Horn of Africa. Dir family, while other branches trace direct descent through Gardheere Samaale or associate with Rahanweyn/Digil groups. However, the group’s nomadic pastoralist lifestyle has led to significant intermingling with neighbouring tribes and groups, such as the Oromo-Borana, Marehan, Majeerteen, and Rahanweyn.

The Garre clan comprises two main branches, which further divide into numerous clans and sub-clans:

  • Garre Tuff: Predominantly inhabiting western areas, with a significant presence in Kenya and Ethiopia.
  • Garre Quranyow: Found primarily in eastern regions and the interior of Somalia. Members of the tribe are distributed across lands extending from the Jubba River in Somalia, through the Moyale and Mandera areas in northeastern Kenya, to Dolo within Ethiopia’s Somali Region.

The Garre people are characterised by a special linguistic and cultural phenomenon known as bilingual diversity, as the majority of its members speak two main languages based on geographical location and tribal neighbourhood:

  • Somali language: specifically the Af-Garre dialect, which is a Somali dialect that includes some terms and grammatical structures influenced by the neighbouring Cushitic languages.
  • Borana language (Afaan Oromoo): Due to historical contiguity, pastoral alliances and ongoing conflicts with the Oromo nation (Borana branch), large parts of the tribe speak Borana fluently, and it is even the first language of some groups in the Kenya-Ethiopian border areas.

This bilingualism embodies the resilience, survival and adaptation strategies the tribe has adopted over centuries to facilitate trade, share pastures, and forge alliances with neighbouring tribes.

The economic structure of the Garre has historically and to a large extent until the present day depended on shifting pastoralism. Given the climatic nature of the Horn of Africa, which is characterised by scarcity of rain and frequent drought cycles, the tribe’s economic system focuses on raising and multiplying various types of livestock. Camels form the backbone of the economy and social status, and their high ability to withstand drought is a measure of wealth and pastoral stability.

Cows and sheep are raised in abundance in areas near rivers and semi-humid pastures, such as the Juba River basin and humid border areas. Sheep and goats are mainly used for daily consumption and quick local trade.

With shifting lifestyles and urbanisation in recent decades, increasing numbers of tribal people have engaged in alternative economic activities, including cross-border trade, rain-fed and irrigated agriculture, public services and political work in Kenya, Ethiopia and Somalia.

The Garre tribe is the majority population in Mandira County in northeastern Kenya. It has played a major role in the country’s local and regional political scene since independence. Members of the tribe were able to hold leadership positions in the Kenyan parliament and local councils. The region witnessed frequent ethnic and tribal conflicts between the Garre and neighbouring tribes such as the Degodia and Borana, as these conflicts often erupted over the ownership of pastoral lands, water resources, and political and administrative gains.

The tribe is widely present in the southern border region of the Somali region in Ethiopia, especially in districts such as Dolo, Moyale, and Moyale-Ethiopia. The tribe in Ethiopia has faced complex challenges linked to border disputes between the Somali region and the Oromia region, where administrative demarcations in recent decades have resulted in tensions and clashes over the right to control key border towns such as Moyale.

The presence of the Garre in Somalia extends through the regions of Lower Juba, Middle Juba, and the Lower Shabelle Governorate. The clan participated in the Somali social and political fabric and was a party to the tribal alliances and political conflicts that the country witnessed during recent decades, especially disputes over agricultural lands and pastures between the Jubba and Shabelle rivers.

Relationships and conflicts within the Garre and with neighbouring groups are governed by an indigenous Somali customary system known as “Xeer”, a set of unwritten rules and agreements that regulate blood money (Aano/Diyya), compensation, pasture and water rights, and conflict resolution. The “blood money group” unit plays a neighbourhood role in protecting the individual and providing social security, as the members of one clan bear the responsibility of paying or receiving financial compensation in cases of killing or injury. Society is administered through councils of elders and notables (Oday tribe/Ugaas), who possess moral and executive authority to adjudicate disputes and conclude peace treaties.

Like other pastoralist communities in the Horn of Africa, the Garre clan faces a range of environmental, political, and social challenges. Recurring droughts and shrinking pasturelands have led to a decline in livestock, compelling large numbers of herders to abandon their traditional way of life and migrate to urban centres. The demarcation of political borders between states (Somalia, Kenya, and Ethiopia) during the colonial era fragmented the tribe’s traditional grazing lands, sparking ongoing conflicts with neighboring groups over resources and political legitimacy. The regions historically inhabited by the tribe have suffered from poor infrastructure and a lack of basic services—such as education and healthcare—compared to other areas.
