Abstract: The Corona pandemic passes through the world and Africa costly, the African scene continues to be considerably complex, especially in its political and security dimensions, as these two dimensions cast shadows on the rest of the variables of the African scene, economically, socially, healthily and even culturally, it is imperative to follow up the areas of continuity and change in these two dimensions on a continuous basis in order to determine the circumstances The African political and security scene, its repercussions on the regional and international arenas, especially since these have become considered justifications for the current international intervention in Africa, where many foreign military activities of regional and international powers in Africa have lately hidden behind the fight against terrorism, security and political liquidity, and the related growth of organized crime activities. . Therefore, the researcher aims to find out the developments of politics and security in Africa in light of the analytical reading of one of the most important international indicators concerned in this regard, which is the Fragile State Index for 2020, through a major question: What are the developments in politics and security in the African continent according to the report of the fragile states For 2020? The main question stems from the following sub-questions: What is the position of Africa in this aforementioned indicator? What are the areas of continuation and change in that situation? What will happen to this situation if it continues on the African reality? The researcher relies on David Aston's approach known as systems analysis as a method for researching the inputs affecting the political and security situation in Africa, the outputs of that situation on the African future, and the areas of interaction that take place as a result of that situation.
الملخص: تمر جائحة كورونا عالمياً وإفريقيا، ويستمر المشهد الأفريقي معقداً بصورة معتبرة خاصة في بعديه السياسي والأمني، حيث يلقى هذان البعدان ظلالهما على باقي متغيرات المشهد الأفريقي اقتصادياً واجتماعياً وصحياً وحتى ثقافياً، وعليه من الواجب متابعة مساحات الاستمرار والتغير في هذين البُعدين بصفة مستمرة بهدف الوقوف على ملابسات المشهد الأفريقي سياسياً وامنياً، وتداعياته على الساحتين الإقليمية والدولية، خاصة أنهما أضحى مبررين معتبرين للتدخل الأجنبي الراهن في أفريقيا، حيث تختبئ كثير من الأنشطة العسكرية الأجنبية للقوى الإقليمية والدولية في أفريقيا مؤخراً خلف مكافحة النشاط الإرهابي والسيولة الأمنية والسياسية وما يرتبط بها من تنامي أنشطة الجريمة المنظمة. لذا يهدف الباحث في طرحه المزمع الوقوف على مستجدات السياسي والأمني في أفريقيا في ضوء القراءة التحليلية لأحد أهم المؤشرات الدولية المعنية بهذا الشأن، وهو مؤشر الدولة الهشة لعام ٢٠٢٠، وذلك عبر تساؤل رئيسي مفاده: ما هي مستجدات السياسة والأمن في القارة الأفريقية وفقاً لتقرير الدول الهشة لعام ٢٠٢٠؟ وينبثق عن التساؤل الرئيسي السالف التساؤلات الفرعية التالية: - ما هي وضعية أفريقيا في هذا المؤشر سالفة الذكر؟ - ما هي مساحات الاستمرار والتغير في تلك الوضعية؟ - ما هي مآلات هذه الوضعية حال استمرارها على الواقع الأفريقي؟ يستند الباحث لاقتراب ديفيد استون المعروف باسم تحليل النظم كمنهج للبحث في المدخلات المؤثرة في وضعية السياسة والأمن في أفريقيا، ومخرجات تلك الوضعية على المستقبل الأفريقي، ومساحات التفاعل الحاصلة نتيجة تلك الوضعية.
