{"id":9660,"date":"2023-10-29T13:27:30","date_gmt":"2023-10-29T13:27:30","guid":{"rendered":"https:\/\/qiraatafrican.com\/en\/?p=9660"},"modified":"2023-10-29T15:12:43","modified_gmt":"2023-10-29T15:12:43","slug":"why-dr-congo-wants-east-african-troops-to-leave","status":"publish","type":"post","link":"https:\/\/qiraatafrican.com\/en\/9660\/why-dr-congo-wants-east-african-troops-to-leave\/","title":{"rendered":"Why DR Congo wants East African troops to leave?"},"content":{"rendered":"<p>By <strong>Ian Wafula &amp; Kenneth Mungai<\/strong><\/p>\n<div class=\"ssrcss-68pt20-Text-TextContributorName e8mq1e96\">After just 11 months in action, the East African force set up to curb militia violence in the Democratic Republic of Congo has been ordered to leave the country.<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The Congolese government said it would not extend the East Africa Community (EAC) Regional Force&#8217;s mandate after months of Kinshasa complaining about the group&#8217;s ineffectiveness.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The decision not to extend the troops&#8217; stay comes as violence between the M23 rebel group and pro-government militias erupts in DR Congo&#8217;s troubled eastern region once more.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-19w8cxh-ComponentWrapper-HeadlineComponentWrapper egtrm1f0\" data-component=\"subheadline-block\">\n<h3 id=\"What-was-the-regional-troops-mandate\" class=\"ssrcss-y2fd7s-StyledHeading e10rt3ze0\" tabindex=\"-1\"><strong><span role=\"text\">What was the regional troop&#8217;s mandate?<\/span><\/strong><\/h3>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The East African Community (EAC) &#8211; a union of seven countries &#8211; sent its troops to DR Congo last year after a resurgence in fighting by the M23. The force was agreed shortly after DR Congo had joined the regional club.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Formed more than 10 years ago, the M23 has taken over large swathes of territory in the east, arguing that it does so to defend the interest of ethnic Tutsis against Hutu militias it says are backed by the government.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Burundi was the first of four countries to send its troops to DR Congo in August last year, followed by Kenya, South Sudan and Uganda, with Kenya in overall command.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The EAC&#8217;s Regional Force insists its mandate is to oversee the withdrawal of armed groups from captured areas.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">However, the Congolese government and local communities want the force to engage in direct combat with groups like the M23.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The force was established to work alongside United Nations troops who were already in the country. The UN peacekeeping force, known as Monusco, has become increasingly unpopular for its failure to end the conflict during its 25-year deployment. President F\u00e9lix Tshisekedi said he wanted Monusco to withdraw from the country in December.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">In a recent statement, the EAC said its forces were dedicated to working closely with the government to enable the safe return of internally displaced people to their homes and enhance the overall protection of civilians.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Its mandate has been extended twice since the mission began.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-19w8cxh-ComponentWrapper-HeadlineComponentWrapper egtrm1f0\" data-component=\"subheadline-block\">\n<h3 id=\"Why-does-DR-Congo-want-East-African-troops-to-leave\" class=\"ssrcss-y2fd7s-StyledHeading e10rt3ze0\" tabindex=\"-1\"><strong><span role=\"text\">Why does DR Congo want East African troops to leave?<\/span><\/strong><\/h3>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The EAC&#8217;s soldiers have received repeated criticism from the Congolese government and civil society groups throughout their deployment.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">President Tshisekedi has become one of the force&#8217;s main detractors. He has complained about the mission&#8217;s &#8220;lack of effectiveness&#8221;, issuing ultimatums for them to act more aggressively against the M23 or leave the country.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The failure to end the conflict has led to demonstrations against both the EAC force and Monusco. One such protest in September\u00a0turned deadly, with more than 40 people losing their lives.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">According to\u00a0<a class=\"ssrcss-k17ofw-InlineLink e1kn3p7n0\" href=\"https:\/\/www.theeastafrican.co.ke\/tea\/news\/east-africa\/eacrf-to-leave-the-nation-by-december-drc-official-say-4396400\" target=\"_blank\" rel=\"noopener\">local media<\/a>, Communications Minister Patrick Muyaya said: &#8220;The message is clear: the EAC regional force must leave the Democratic Republic of Congo by 8 December, as agreed, because it has not been able to resolve the problem, particularly that of the M23.&#8221;<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-19w8cxh-ComponentWrapper-HeadlineComponentWrapper egtrm1f0\" data-component=\"subheadline-block\">\n<h3 id=\"What-has-the-EAC-force-achieved\" class=\"ssrcss-y2fd7s-StyledHeading e10rt3ze0\" tabindex=\"-1\"><strong><span role=\"text\">What has the EAC force achieved?<\/span><\/strong><\/h3>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Since entering DR Congo last year, the EAC force has overseen the withdrawal of armed forces from several areas like Karuba, Mushaki, Kiloriwe and Kitchange.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">However, achieving complete stability has proven to be challenging. The force has faced logistical and operational difficulties.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">On Tuesday, a mortar attack\u00a0launched by rebels killed a Kenyan soldier attached to the force. He was the first Kenyan member of the force to be killed.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Earlier this month the EAC said its forces had faced hostilities because of propaganda perpetuated by armed groups.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-19w8cxh-ComponentWrapper-HeadlineComponentWrapper egtrm1f0\" data-component=\"subheadline-block\">\n<h3 id=\"Why-has-fighting-resumed\" class=\"ssrcss-y2fd7s-StyledHeading e10rt3ze0\" tabindex=\"-1\"><strong><span role=\"text\">Why has fighting resumed?<\/span><\/strong><\/h3>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Dozens of armed groups have long plagued DR Congo&#8217;s mineral-rich eastern region.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">After a precarious six-month truce, fighting resumed between M23 rebels and pro-government forces, known as Wazalendo, this month.<\/p>\n<\/div>\n<\/div>\n<div class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\" data-component=\"text-block\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The government in Kinshasa accused the M23 of failing to disarm and uphold the ceasefire.
