A mission to observe implementation of a ceasefire between Congolese forces and Rwandan-backed rebels began on Monday in eastern \u200bCongo, the first field deployment under a monitoring mechanism established \u200cby a Qatari-mediated peace deal signed last year.<\/p>\n
The deployment of the mission is the latest sign of incremental progress under the Qatar-mediated talks, which began \u200blast year after AFC\/M23 staged a lightning offensive in eastern \u200bCongo, seizing the region’s two largest cities.<\/p>\n
The two sides signed \u2060a peace deal in November 2025 that established a framework for \u200ba comprehensive peace agreement and the implementation of ceasefire monitoring arrangements.<\/p>\n
The \u200bmission is taking place in the town of Minembwe, South Kivu province, which has seen a surge in fighting in recent weeks between AFC\/M23 rebels and \u200bgovernment forces, with each side accusing the other of ceasefire violations.<\/p>\n
AFC\/M23 \u200baccused government forces on Monday of shelling a village near Minembwe, causing civilian \u200ccasualties \u2060and displacing residents. A spokesperson for Congo’s armed forces did not immediately respond to a request for comment.<\/p>\n
Congolese government and AFC\/M23 representatives met in Switzerland last week and agreed on a new roadmap \u200bfor negotiations, pointing to \u200brenewed momentum \u2060in the Doha peace process after months of stalled talks.<\/p>\n
The Doha process is running parallel to U.S.-mediated \u200btalks between Congo and Rwanda that Washington hopes \u200bwill fuel \u2060Western investments in eastern Congo’s minerals sector.<\/p>\n
Earlier this month, Congolese authorities\u00a0released 15 prisoners\u00a0and handed them over to AFC\/M23 rebels, in the first \u2060known \u200btransfer of prisoners under the deal.<\/p>\n
