{"id":20655,"date":"2026-04-28T14:16:35","date_gmt":"2026-04-28T14:16:35","guid":{"rendered":"https:\/\/qiraatafrican.com\/en\/?p=20655"},"modified":"2026-04-28T14:16:35","modified_gmt":"2026-04-28T14:16:35","slug":"ghana-rejects-proposed-us-health-aid-deal-citing-data-concerns-source-says","status":"publish","type":"post","link":"https:\/\/qiraatafrican.com\/en\/20655\/ghana-rejects-proposed-us-health-aid-deal-citing-data-concerns-source-says\/","title":{"rendered":"Ghana rejects proposed US health aid deal, citing data concerns, source says"},"content":{"rendered":"<p>Ghana has rejected a bilateral health deal with the U.S., a source \u200cfamiliar with the negotiations told Reuters, the latest stumbling block to the Trump administration&#8217;s effort to overhaul foreign aid.<\/p>\n<p>The government of President John Dramani Mahama balked at terms requiring the sharing of sensitive health data, the source said.<\/p>\n<p>The \u200bsame issue sank talks with\u00a0Zimbabwe\u00a0this year and also prompted a court to\u00a0suspend implementation of \u200bKenya&#8217;s deal pending the hearing of a case filed by a consumer protection \u2060group.<\/p>\n<p>Spokespeople for Ghana&#8217;s foreign ministry and government did not respond to requests for comment.<\/p>\n<p>The U.S. State \u200bDepartment said that it does not disclose details of bilateral negotiations.<\/p>\n<p>&#8220;We continue to look for ways to \u200bstrengthen the bilateral partnership between our two countries,&#8221; a spokesperson said.<\/p>\n<p>The Trump administration in September announced a new &#8220;America First Global Health Strategy&#8221; that calls for poorer nations to play a bigger role in fighting HIV\/AIDS, malaria, tuberculosis and \u200bpolio in their countries and eventually transition from aid to self-reliance.<\/p>\n<p>The U.S. Agency for International Development \u200bwas dismantled earlier this year.<\/p>\n<p><strong>INTENSE U.S. &#8216;PRESSURE&#8217; TO SIGN DEAL, SOURCE SAYS<\/strong><\/p>\n<p>The U.S. has disbursed $219 million in foreign assistance to \u200cGhana, \u2060including $96 million specifically for health, for 2024, the year before the Trump administration&#8217;s cuts to foreign aid, according to government foreign assistance data.<\/p>\n<p>The deal that the two sides started negotiating last November would have called for $109 million in U.S. assistance for health over five years, the source said. It was \u200bunclear how much Ghana \u200bwould have been expected \u2060to pay.<\/p>\n<p>&#8220;They were pretty normal dealings and negotiations in the beginning, and then increasingly there was a lot more pressure, especially at the end,&#8221; the \u200bsource said.<\/p>\n<p>Washington then set April 24 as the deadline to conclude the \u200bnegotiations, and \u2060Accra decided it could not agree to what was being proposed, the source said.<\/p>\n<p>Ghana has communicated its position to the Trump administration, the source said.<\/p>\n<p>As of Monday, the State Department had signed 32 deals under \u2060the &#8220;America \u200bFirst Global Health Strategy&#8221; representing $20.6 billion in funding, made up \u200bof $12.8 billion from the U.S. and $7.8 billion in &#8220;co-investment from recipient countries&#8221;, the State Department spokesperson said.<\/p>\n<p>Washington expects additional memorandums of understanding \u200bto be signed in the near future, the spokesperson said.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Ghana has rejected a bilateral health deal with the U.S., a source \u200cfamiliar with the negotiations told Reuters, the latest stumbling block to the Trump administration&#8217;s effort to overhaul foreign aid.
