Sub-Saharan <a href=\"https:\/\/www.rfi.fr\/en\/africa\/20251219-nairobi-sounds-alarm-over-recruiters-luring-kenyans-into-russian-war-effort\" target=\"_blank\" rel=\"noopener\">Africa<\/a> in particular represents &#8220;a vast and easily accessible recruitment pool due to high poverty rates in most countries in the region combined with a strong desire to emigrate&#8221;, according to a think tank, French Institute of International Relations (Ifri).<\/p>\n<p>In recent times, media reports show that more than 1,700 Africans from at least 36 countries are fighting for <a href=\"https:\/\/www.polity.org.za\/article\/more-than-1-700-africans-fighting-for-russia-ukraine-says-2026-02-26\/\" target=\"_blank\" rel=\"noopener\">Russia<\/a> in the ongoing war in Ukraine, with many purportedly enticed by promises of ordinary jobs which are not military service in nature. Ukrainian Foreign Minister <a href=\"https:\/\/www.aljazeera.com\/news\/2026\/2\/25\/ukraine-claims-russia-enlisting-over-1700-african-mercenaries\" target=\"_blank\" rel=\"noopener\">Andrii Sybiha<\/a> made the allegation recently during a news conference in Kyiv with his visiting Ghanaian counterpart, Samuel Okudzeto Ablakwa. He accused Moscow of using fraudulent \u201cschemes\u201d to lure the foreign fighters.<\/p>\n<p>Due to this development, governments of some African countries for instance <a href=\"https:\/\/www.theguardian.com\/world\/2026\/feb\/27\/ghana-men-killed-fight-russia-ukraine\/\" target=\"_blank\" rel=\"noopener\">Ghana<\/a>, Kenya and South Africa have publicly raised alarms about deceptive recruitment networks operating across social media and in local communities to attract vulnerable individuals with fake job offers. Unfortunately, this status quo has led to deaths, injuries, repatriation efforts, and diplomatic tensions between Russia, <a href=\"https:\/\/www.reuters.com\/world\/africa\/ukraine-war-has-claimed-lives-55-ghanaians-foreign-minister-says-2026-02-27\/\" target=\"_blank\" rel=\"noopener\">Ukraine<\/a>, and African states, which are \u00a0raising burning enquiries about human trafficking, exploitation, and global conflict dynamics.<\/p>\n<p>To know why Africans are excessively targeted by these recruitment networks, we must unpack a complex set of root causes: structural vulnerabilities, macro-economic conditions, information gaps and misinformation, geopolitical influence campaigns, the international labour market, and weak governance environments. Each of these bases links to a broader ecology of exploitation.<\/p>\n<h3><strong>Structural Vulnerability: Economic and Social Conditions in Africa<\/strong><\/h3>\n<p>Structural vulnerability in <a href=\"https:\/\/www.academia.edu\/126790549\/Measuring_Structural_Economic_Vulnerability_in_Africa_A_contribution_to_the_Handbook_of_Africa_and_Economics\" target=\"_blank\" rel=\"noopener\">Africa<\/a> is characterised by a combination of economic and social conditions that make the continent more susceptible to external shocks and internal challenges. The region&#8217;s vulnerability is compounded by physical vulnerabilities related to climate change and a significant presence of fragile states. This vulnerability is higher than in other developing economies and is reinforced by the continent&#8217;s high proportion of fragile states. Adequately measuring structural vulnerability is crucial for international resource allocation and sustainable development policies.<\/p>\n<p>The economic vulnerability index (EVI) devised by the <a href=\"https:\/\/unctad.org\/system\/files\/official-document\/aldcafrica2024_ch2_en.pdf\" target=\"_blank\" rel=\"noopener\">United Nations<\/a> for the identification of the Least Developed Countries (LDCs) includes factors such as the size of exogenous shocks, the country&#8217;s exposure to those shocks, and its capacity to cope with them. However, structural factors like human capital and income levels are often not considered in the measurement of structural economic vulnerability.<\/p>\n<p>The global polycrisis has significantly impacted Africa, adding to its economic burdens and exposing its systems to instability. Economic vulnerability is among the top two domains across which most <a href=\"https:\/\/www.imf.org\/-\/media\/files\/research\/imf-and-g20\/2025\/g20-background-note-on-macroeconomic-vulnerabilities-in-africa.pdf\" target=\"_blank\" rel=\"noopener\">African countries<\/a> are most vulnerable to current polycrisis shocks. Promoting a stable economic environment and resilient trade sectors is essential for building a bulwark against the polycrisis.<\/p>\n<p>Sound policies and ambitious reforms are essential to boost resilience to shocks, safeguard <a href=\"https:\/\/academic.oup.com\/edited-volume\/38641\/chapter-abstract\/335369953?redirectedFrom=fulltext\" target=\"_blank\" rel=\"noopener\">macroeconomic stability,<\/a> and unlock countries&#8217; growth potential. Fiscal consolidation, monetary policy focused on price stability, and growth-enhancing structural reforms are key components of addressing macroeconomic and structural vulnerabilities. Measuring structural economic vulnerability provides a useful tool for the international allocation of resources and guiding policies aimed at structural transformation and <a href=\"https:\/\/www.econstor.eu\/bitstream\/10419\/269378\/1\/ferdi-wp097.pdf\" target=\"_blank\" rel=\"noopener\">sustainable development<\/a>.<\/p>\n<p><strong>i. Youth Unemployment and Economic Insecurity<\/strong><\/p>\n<p>Sub-Saharan Africa already shows a\u00a0<a href=\"https:\/\/www.ilo.org\/media\/584131\/download\" target=\"_blank\" rel=\"noopener\">youth unemployment rate of 8.9%<\/a>, and only a small minority of young adults get what would qualify as a \u201cdecent job\u201d. Youth unemployment is a major issue in South Africa \u2013 the\u00a0<a href=\"https:\/\/data.worldbank.org\/indicator\/SL.UEM.1524.ZS?locations=ZA\" target=\"_blank\" rel=\"noopener\">unemployment rate is 49%<\/a>\u00a0for young people aged 15-24. Without many options, Africa\u2019s young people are turning to insecure work. Nearly three in four working young adults in <a href=\"https:\/\/theconversation.com\/africas-youthquake-huge-numbers-of-young-people-have-no-jobs-the-wrong-skills-and-little-hope-236604\" target=\"_blank\" rel=\"noopener\">sub-Saharan Africa<\/a> are in insecure work; one in three paid workers earns less than the median wage.<\/p>\n<p>The <a href=\"https:\/\/theafricanmirror.africa\/news\/trapped-in-russias-war-the-deadly-deception-of-africas-forgotten-fighters\/\" target=\"_blank\" rel=\"noopener\">recruitment networks<\/a> exploit the grinding poverty that leaves millions of young African men without prospects. In economies where unemployment exceeds 30 percent among youth and formal sector jobs pay $100 monthly, Russia\u2019s false promises find fertile ground.<\/p>\n<p>\u201cThese men are not mercenaries seeking adventure,\u201d said one African diplomat who requested anonymity. \u201cThey are fathers and brothers trying to feed their families, deceived by criminals who traffic in desperation.\u201d<\/p>\n<p><strong>ii. The Migration Aspirations and Global Labour Chains<br \/>\n<\/strong><br \/>\nThe geographic spread \u2013 35 to 36 nations including Nigeria, <a href=\"https:\/\/theafricanmirror.africa\/news\/trapped-in-russias-war-the-deadly-deception-of-africas-forgotten-fighters\/\" target=\"_blank\" rel=\"noopener\">Ghana<\/a>, Uganda, Somalia, Senegal, Sierra Leone, Togo, Rwanda, Burundi, and the Democratic Republic of Congo \u2013 demonstrates recruitment networks\u2019 sophistication and reach. From West African coastal cities to East African highlands to Central African conflict zones, Russian agents and their local collaborators have constructed a continental pipeline feeding human lives into industrial-scale slaughter.<\/p>\n<p>Global urbanisation and diasporic connections have normalised the idea of international employment as a path to social mobility. <a href=\"https:\/\/theafricanmirror.africa\/news\/trapped-in-russias-war-the-deadly-deception-of-africas-forgotten-fighters\/\" target=\"_blank\" rel=\"noopener\">Recruitment networks<\/a> leverage this by situating their messaging within existing migration aspirations. In some cases, recruitment occurs on online job platforms, fake employment agencies, or even social media, blurring the boundary between legitimate labour migration and exploitation. These networks create a pipeline narrative where travel to Russia or Eastern Europe is positioned as the first step toward a prosperous future \u2014 only for recruits to find themselves deployed in active conflict zones.<\/p>\n<h3><strong>Strategic Use of Digital Platforms for Deceiving and Misrepresenting<\/strong><\/h3>\n<p>The strategic use of <a href=\"https:\/\/link.springer.com\/chapter\/10.1007\/978-3-031-73917-0_2\" target=\"_blank\" rel=\"noopener\">digital platforms<\/a> by recruitment networks in the Ukraine-Russia War comprises deceptive manoeuvres to manipulate public perception and exploit vulnerabilities. According to experts, these tactics include misinformation, recruitment fees, identity document confiscation, debt, and grooming or trauma-bond recruiting. These practises are organised into exploitative dimensions that characterise a regime of enmeshment, starting with the abuse of vulnerability and advancing into recruitment deception, exploitation, and coercive control.<\/p>\n<p><strong>1. Social Media and Dark Web Recruitment<\/strong><\/p>\n<p>Social media posts and local agents have targeted unemployed men across Africa with glittering promises: non-combat roles as drivers, security guards, or engineers in Russia, offering sign-on bonuses between $2,000 and $13,000, monthly salaries up to $3,500, health insurance, <a href=\"https:\/\/theafricanmirror.africa\/news\/trapped-in-russias-war-the-deadly-deception-of-africas-forgotten-fighters\/\" target=\"_blank\" rel=\"noopener\">and Russian citizenship<\/a> \u2013 sums unimaginable in economies where average wages hover near subsistence levels.<\/p>\n<p>Ablakwa said many of the Africans fighting for Russia are victims of deception, lured on the dark web with \u2060the promises of <a href=\"https:\/\/www.aljazeera.com\/news\/2026\/2\/25\/ukraine-claims-russia-enlisting-over-1700-african-mercenaries\" target=\"_blank\" rel=\"noopener\">employment<\/a>. The <a href=\"https:\/\/www.unicri.org\/beneath-surface-terrorist-and-violent-extremist-use-dark-web-and-cybercrime-service-june-2024\" target=\"_blank\" rel=\"noopener\">dark web<\/a> is a crucial platform in terms of cybercrime-as-a-service and the entire cybercrime ecosystem, serving as a hub for the exchange of cybercrime services. Meanwhile, illegal users working on the dark web and encrypted communication systems also add to the deception, using hidden identity to avoid authorities and entrench their criminality.<\/p>\n<p>\u201cThey have no security background. They have no military background. They have not been \u2060trained,\u201d Ablakwa said. \u201cThey were just lured and deceived \u2060and then put on the front lines.\u201d<\/p>\n<p><strong>2. False Legitimacy and Impersonation<\/strong><\/p>\n<p>The reality awaiting recruits proves horrifyingly different. Upon arrival in Russia, passports are confiscated. Contracts written entirely in Russian, which few can read, are thrust before exhausted travellers. What was promised as civilian <a href=\"https:\/\/theafricanmirror.africa\/news\/trapped-in-russias-war-the-deadly-deception-of-africas-forgotten-fighters\/\" target=\"_blank\" rel=\"noopener\">employment<\/a> transforms overnight into military conscription with minimal training before deployment to Ukraine\u2019s deadliest sectors.<\/p>\n<p>\u201cThey were sent to the frontline with almost no preparation,\u201d said one survivor who watched four comrades die within seven months. Ukrainian intelligence reports that most foreign fighters perish within their first month of combat, thrown into \u201cmeat assaults\u201d \u2013 Russian military parlance for human wave attacks designed to overwhelm defences through sheer numbers rather than tactical skill.<\/p>\n<p>In August, <a href=\"https:\/\/edition.cnn.com\/2025\/11\/06\/africa\/south-africa-probe-citizens-mercenaries-intl\" target=\"_blank\" rel=\"noopener\">South Africa\u2019s<\/a> government warned young people to be wary of fake job offers in Russia, which were circulating on social media, after reports that some South African women had been tricked into making drones. The Global Initiative Against Transnational Organized Crime said in a May report that women from more than 20 African countries had been recruited under false pretences to make drones for Russia\u2019s war.<\/p>\n<p>Kenya said last year that some of its citizens were detained in <a href=\"https:\/\/edition.cnn.com\/2025\/11\/06\/africa\/south-africa-probe-citizens-mercenaries-intl\" target=\"_blank\" rel=\"noopener\">military camps<\/a> across Russia after unknowingly getting caught up in the conflict. The country\u2019s foreign ministry said in a statement on Oct. 27 that \u201cAgents who masquerade as working with the Russian government\u2026 use unscrupulous methods including falsified information to lure innocent Kenyans into the battlefield.\u201d<\/p>\n<h3><strong>Geopolitical Dimension: The Russia\u2019s Strategic Incentives<\/strong><\/h3>\n<p>Ukrainian Foreign Minister <a href=\"https:\/\/fex.net\/s\/ppnntrk\" target=\"_blank\" rel=\"noopener\">Andrii Sybiha<\/a> noted that a significant number of such mercenaries have already died on the front. Some of them were also taken prisoner by the Ukrainian military. In Sybiha&#8217;s opinion, the use of foreign citizens in war is a serious challenge and indicates attempts by the Kremlin to expand the circle of participants in the conflict.<\/p>\n<p>The head of the Foreign Ministry emphasised that Russia often resorts to fraudulent schemes to draw people into <a href=\"https:\/\/newsukraine.rbc.ua\/news\/more-than-1700-africans-fighting-for-russia-1772026002.html\" target=\"_blank\" rel=\"noopener\">war<\/a>. &#8220;Russia fraudulently drags these citizens into war. It is very important to counter this \u2014 to expose schemes and not allow our citizens to be drawn into foreign war,&#8221; he stressed.<\/p>\n<p>According to Sybiha, <a href=\"https:\/\/newsukraine.rbc.ua\/news\/more-than-1700-africans-fighting-for-russia-1772026002.html\" target=\"_blank\" rel=\"noopener\">Kyiv<\/a> has already discussed the problem with representatives of African countries. Some states decided to strengthen responsibility for mercenarism and also agreed with Ukraine on joint information campaigns aimed at preventing recruitment. He noted that Ukraine plans to continue coordinating actions with African partners to counter the involvement of their citizens in the war on the side of Russia and stop recruitment schemes.<\/p>\n<p><strong>1. Moscow\u2019s Global Recruitment Strategy<\/strong><\/p>\n<p>The Kremlin\u2019s enrolment of foreign fighters is not new. Before now, Russia has previously recruited troops from Syria, North Korea, and the Middle East in numerous roles. For instance, Russia has turned to <a href=\"https:\/\/theconversation.com\/russia-is-turning-to-african-women-and-conscripted-north-koreans-to-tackle-its-defence-worker-shortage-264731\" target=\"_blank\" rel=\"noopener\">ally North Korea<\/a> to fill some of its military and labour shortages. Thousands of Koreans have been sent to Russia to work in factories and in construction, as part of a deal between Putin and North Korea\u2019s leader Kim Jong-un. There have been reports of \u201cslave labour\u201d conditions and 18-hour days. North Koreans have also been sent to bolster the Russian military.<\/p>\n<p>After Ukrainian forces in 2024 took control of parts of <a href=\"https:\/\/www.aljazeera.com\/news\/2026\/2\/25\/ukraine-claims-russia-enlisting-over-1700-african-mercenaries\" target=\"_blank\" rel=\"noopener\">Kursk<\/a>, a Russian region on the border with Ukraine, Russian President Vladimir Putin hailed North Korean soldiers who participated in the campaign to retake the territory as \u201cheroic\u201d. Although it is difficult to verify the figures for human losses in the <a href=\"https:\/\/www.rfi.fr\/en\/africa\/20250117-african-troops-forced-to-ukraine-frontlines-while-russians-stay-in-camp\" target=\"_blank\" rel=\"noopener\">Ukrainian conflict<\/a>, the ratio is clearly unfavourable to Russia and its &#8220;cannon fodder&#8221; strategy. The United Kingdom&#8217;s Ministry of Defence estimates that 45,680 Russians died in November 2024, more than during any other month since the war began.<\/p>\n<p>Foreign fighters are often treated as expendable, \u201csecond-rate human material\u201d with many of them deployed directly to the frontlines where survival rates are very low. In most cases, there is no mechanism for accountability when foreign fighters are killed. Those who survive and are captured typically end up in <a href=\"https:\/\/bisi.org.uk\/reports\/how-africa-became-a-recruiting-ground-for-the-ukraine-russia-conflict\" target=\"_blank\" rel=\"noopener\">Ukrainian prisoner-of-war camps<\/a>, creating \u201clegal limbo\u201d in which neither Russia or their home countries are interested in trading for them, leaving them stuck in prisons for months or years.<\/p>\n<p><strong>2. Competition for Influence in Africa<\/strong><\/p>\n<p>The recruitment problem must be seen in the situation of Russia\u2019s broader foreign policy towards Africa. At this time, Russia is forming loyal networks and, at the same time, recruiting foreigners to fight in the war against Ukraine and work in <a href=\"https:\/\/szru.gov.ua\/en\/news-media\/news\/moscow-uses-education-and-employment-to-draw-africans-into-the-war-against-ukraine\" target=\"_blank\" rel=\"noopener\">defence industry<\/a> enterprises.<\/p>\n<p>Another channel is educational and cultural projects. Scholarships, language courses, and short programmes at <a href=\"https:\/\/szru.gov.ua\/en\/news-media\/news\/moscow-uses-education-and-employment-to-draw-africans-into-the-war-against-ukraine\" target=\"_blank\" rel=\"noopener\">Russian universities<\/a> are complemented by the expansion of the \u201crussky dom\u201d network of centres and the activities of state media outlets \u2013 sputnik and rt. This creates an information environment from which it is easier to select potential recruits. Private military companies, local intermediaries, and military-technical cooperation play an additional role, forming long-term dependencies through training and arms supplies.<\/p>\n<p>Likewise, the main focus is on socially vulnerable young people, people with limited access to <a href=\"https:\/\/szru.gov.ua\/en\/news-media\/news\/moscow-uses-education-and-employment-to-draw-africans-into-the-war-against-ukraine\" target=\"_blank\" rel=\"noopener\">education<\/a> and work, as well as low-income women and people with military experience. Recruitment is often disguised as civilian employment: Africans are offered jobs as security guards, drivers, or construction workers, but are later involved in activities in the interests of the rf. Under the \u201cAlabuga Start\u201d program, young women aged 18\u201322 are sent to Russia ostensibly for civilian work, but in fact to manufacture military products, including UAVs, in the Alabuga Special Economic Zone.<\/p>\n<h3><strong>The Governance Gaps and Institutional Weakness<\/strong><\/h3>\n<p>In Africa today, civic capacity has risen, but the inability of institutions to respond to social expectations and <a href=\"https:\/\/documents1.worldbank.org\/curated\/en\/099808303042442715\/pdf\/IDU143e8beba17307142d319f8b1504c365946ed.pdf\" target=\"_blank\" rel=\"noopener\">political mobilisation<\/a> poses threats to liberal civic engagement. The combination of these trends contributes to the rise of political instability, a major threat to the continent&#8217;s development.<\/p>\n<p>While many sub-Saharan African countries have regulations that govern national <a href=\"https:\/\/rodakar.iom.int\/sites\/g\/files\/tmzbdl696\/files\/documents\/lhd_ethical-recruitment_0.pdf\" target=\"_blank\" rel=\"noopener\">labour<\/a> standards as well as public employment services that serve domestic labour markets, very few have legal or institutional frameworks that regulate international labour migration and cross-border recruitment. Where regulatory oversight exists, enforcement is often frail due to bribery, inadequate resources, and administrative inertia.<\/p>\n<p>Lately, Kenya&#8217;s\u00a0<a href=\"https:\/\/www.reuters.com\/world\/africa\/over-1000-kenyans-recruited-fight-russia-ukraine-report-says-2026-02-19\/\" target=\"_blank\" rel=\"noopener\">National Intelligence Service<\/a>\u00a0said in a report that recruitment agencies colluded with rogue Kenyan airport staff, immigration and other state officials, and with staff at the Russian Embassy in Nairobi and at the Kenyan Embassy in Moscow, to facilitate the recruits&#8217; travel to fight, putting the number of Kenyans recruited at more than 1,000.<\/p>\n<p>Although those enlisted initially left\u00a0<a href=\"https:\/\/www.aljazeera.com\/opinions\/2026\/1\/24\/electoral-violence-is-on-the-horizon-in-kenya\" target=\"_blank\" rel=\"noopener\">Kenya<\/a>\u00a0on tourist visas and travelled to Russia via Turkiye or the United Arab Emirates. The recruits started travelling via Uganda, South Africa and the Democratic Republic of Congo after Kenya tightened surveillance at Nairobi airport. Experts say these governance gaps and institutional weaknesses require systemic <a href=\"https:\/\/internationalpolicybrief.org\/wp-content\/uploads\/2023\/10\/ARTICLE5-104.pdf\" target=\"_blank\" rel=\"noopener\">reforms<\/a> and innovative models to address the complexities and challenges faced by African societies.<\/p>\n<h3><strong>African States\u2019 Diplomatic Responses<\/strong><\/h3>\n<p>Uganda\u2019s <a href=\"https:\/\/theafricanmirror.africa\/news\/trapped-in-russias-war-the-deadly-deception-of-africas-forgotten-fighters\/\" target=\"_blank\" rel=\"noopener\">government<\/a> repatriated 18 citizens alive but provided minimal support for the families of the deceased. Bureaucratic classifications deny fallen fighters\u2019 official recognition, leaving relatives without death certificates, pension claims, or government assistance.<\/p>\n<p>In Nairobi, a court charged Festus Arasa Omwamba, director of a recruiting company, of trafficking the victims to &#8220;Russia for the purpose of exploitation by means of deception&#8221;, the Office of the Director of Public Prosecutions said. It said in a statement that 22 out of the 25 people were rescued from an apartment complex in Athi River, a town in <a href=\"https:\/\/www.reuters.com\/world\/africa\/kenyan-court-charges-man-with-recruiting-people-fight-russia-2026-02-26\/\" target=\"_blank\" rel=\"noopener\">Machakos County<\/a> near the capital last September before they travelled to Russia.<\/p>\n<p>Ghana will seek to raise \u200cpublic \u200cawareness about trafficking networks using deception to recruit for the Russian forces during its upcoming presidency of the <a href=\"https:\/\/www.aljazeera.com\/news\/2026\/2\/25\/ukraine-claims-russia-enlisting-over-1700-african-mercenaries\" target=\"_blank\" rel=\"noopener\">African Union<\/a> next year, Ablakwa said. Zelenskyy confirmed on X he had \u201cdetailed discussions\u201d with the Ghanaian minister \u201con how Russia is recruiting citizens of Ghana and other African countries to take part in the war against Ukraine, and on how we can counter this\u201d. A day earlier, South Africa\u2019s Presidency\u00a0<a href=\"https:\/\/www.aljazeera.com\/news\/2026\/2\/25\/south-africa-secures-return-of-11-men-lured-into-russia-ukraine-war\" target=\"_blank\" rel=\"noopener\">announced it had secured the return home<\/a>\u00a0of 11 of its nationals who were \u201clured\u201d into fighting for Russia in Ukraine after having already repatriated four others.<\/p>\n<p>However, Russian authorities have denied illegally recruiting African citizens to fight in Ukraine.
