He was accused of inciting violence and hate speech on social media, leading to the\u00a0<a href=\"https:\/\/www.rfi.fr\/en\/international-news\/20250516-chad-s-ex-prime-minister-arrested-for-inciting-hatred\" target=\"_blank\" rel=\"noopener\">death of 42 people<\/a>\u00a0in a clash between herders and farmers in the village of Mandakao in 2023.<\/p>\n<p>The opposition leader had been\u00a0<a href=\"https:\/\/www.bbc.com\/news\/articles\/c8d19v3eygyo\" target=\"_blank\" rel=\"noopener\">arrested<\/a>\u00a0at his home on 16 May by men in military uniform. He was initially\u00a0<a href=\"https:\/\/www.rfi.fr\/fr\/afrique\/20250516-tchad-l-ancien-premier-ministre-succ%C3%A8s-masra-interpell%C3%A9-%C3%A0-son-domicile\" target=\"_blank\" rel=\"noopener\">charged with<\/a>\u00a0\u201cinciting hatred, inciting armed groups to revolt, complicity in murder, arson, and desecration of graves\u201d.<\/p>\n<p>Masra rose to prominence as one of the main opponents of the Chadian regime, particularly after the\u00a0<a href=\"https:\/\/www.aljazeera.com\/news\/2021\/4\/20\/chads-president-deby-has-died-of-injuries\" target=\"_blank\" rel=\"noopener\">death<\/a>\u00a0of President Idriss D\u00e9by in 2021. For many, Masra embodies an alternative to the country\u2019s political-military dynasties, especially the D\u00e9by family, who has ruled the country since Idriss D\u00e9by came to power in 1990.<\/p>\n<p>When he died, his son, military officer Mahamat Idriss D\u00e9by, became president after assuming power and forming a three-year transitional government overseen by the military. Masra served as\u00a0<a href=\"https:\/\/www.ictj.org\/latest-news\/former-chad-opposition-leader-appointed-pm-transitional-government\" target=\"_blank\" rel=\"noopener\">prime minister<\/a>\u00a0of this government from 1 January 2024 to 16 May 2025.<\/p>\n<p>As a researcher who has studied the country\u2019s <a href=\"https:\/\/www.editions-harmattan.fr\/livre-tchad_de_la_dictature_au_populisme_autoritaire_le_periple_d_un_etat_nation_a_reinventer_tchoudiba_bourdjolbo-9782343250427-73522.html\" target=\"_blank\" rel=\"noopener\">political trajectory<\/a>, I have observed how Masra, leader of\u00a0<a href=\"https:\/\/app.transformateurstchad.africa\/mouvement\/principes\" target=\"_blank\" rel=\"noopener\">Les Transformateurs<\/a>\u00a0(The Transformers) party, quickly gained influence after entering the Chadian political scene in 2018. His reformist message resonated with many young Chadians, especially unemployed graduates seeking change.<\/p>\n<h3>Political strategist<\/h3>\n<p>Masra\u2019s strengths lie in his clear programme of political change and strategic approach to building a political base as well as his maturity, despite being only 41. He holds a doctorate in economics, which adds to his credibility. His\u00a0<a href=\"https:\/\/www.financialafrik.com\/en\/2018\/05\/02\/chad-dr-success-masra-resigns-from-afdb-and-engages-in-politics\/#:%7E:text=Chad%3A%20Dr%20Success%20Masra%20resigns%20from%20AfDB%20and%20engages%20in%20politics,-By%20Editor%202&amp;text=Success%20Masra%20is%20one%20of,solution%20for%20a%20futuristic%20Chad%E2%80%9D.\" target=\"_blank\" rel=\"noopener\">resignation<\/a>\u00a0from the African Development Bank to fully commit to the fight for political change struck a chord with many.<\/p>\n<p>In a remarkably short time, Masra managed to shift the political landscape by challenging Idriss D\u00e9by directly. Fearing electoral defeat, D\u00e9by pushed through a\u00a0<a href=\"https:\/\/www.africanews.com\/2018\/04\/30\/chad-parliament-approves-new-constitution-president-deby-could-rule-till-2033\/\/\" target=\"_blank\" rel=\"noopener\">constitutional amendment<\/a>\u00a0in 2018 that changed the age limit for presidential candidates, blocking Masra from running in the 2021 election. His party was also banned for a time for the same reason.<\/p>\n<p>It was under the transitional government of Mahamat Idriss D\u00e9by that Masra\u2019s party was officially recognised on 8 June 2021. It soon became Chad\u2019s main opposition. Masra, along with several civil society groups, rejected the transition model in Chad. They boycotted the\u00a0<a href=\"https:\/\/www.france24.com\/en\/africa\/20220820-chad-national-dialogue-to-begin-following-delays-boycotts\" target=\"_blank\" rel=\"noopener\">national dialogue<\/a>. In their view, it was not a genuine dialogue but a \u201cmonologue\u201d. They believed its real purpose was to legitimise the D\u00e9by family\u2019s dynastic succession and ensure the continued rule of their Mouvement patriotique du salut (Patriotic Movement for Salvation).<\/p>\n<p>The boycott\u2019s most dramatic moment was the peaceful protest of 20 October 2022, called by Masra to oppose extending the transition. It was\u00a0<a href=\"https:\/\/www.hrw.org\/news\/2022\/10\/26\/chad-scores-protesters-shot-dead-wounded\" target=\"_blank\" rel=\"noopener\">violently suppressed<\/a>, leaving many dead.<\/p>\n<h3>Exile and return<\/h3>\n<p>To save their lives, Masra and his close associates were forced into\u00a0<a href=\"https:\/\/www.koaci.com\/article\/2023\/11\/05\/chad\/politics\/chad-success-masra-ends-one-year-in-exile-what-does-the-kinshasa-agreement-that-allowed-his-return-contain_173477.html?\" target=\"_blank\" rel=\"noopener\">exile<\/a>\u00a0to the US at the end of 2022. He\u00a0<a href=\"https:\/\/trt.global\/afrika-english\/article\/15675412\" target=\"_blank\" rel=\"noopener\">returned to Chad<\/a>\u00a0on 3 November 2023, under a reconciliation deal. Mahamat Idriss D\u00e9by\u00a0<a href=\"https:\/\/www.aljazeera.com\/news\/2024\/1\/1\/former-chad-opposition-leader-appointed-as-pm-of-transitional-government\" target=\"_blank\" rel=\"noopener\">appointed him prime minister<\/a>\u00a0on 1 January 2024.<\/p>\n<p>With his return and appointment, Les Transformateurs\u2019 political stance shifted dramatically towards supporting the government. Despite this, Masra retained the\u00a0<a href=\"https:\/\/fr.apanews.net\/news\/tchad-soutien-des-generaux-transformateurs-a-dr-succes-masra\/\" target=\"_blank\" rel=\"noopener\">loyalty of his supporters<\/a>. However, his short tenure as prime minister was marked by growing tensions with the government, often aired through public statements.<\/p>\n<h3>Detention<\/h3>\n<p>On 21 May, Masra was\u00a0<a href=\"https:\/\/thiareglobalvision.net\/2025\/05\/22\/tchad-succes-masra-incarcere-a-la-prison-de-klessoum\" target=\"_blank\" rel=\"noopener\">formally charged<\/a>\u00a0after five days in police custody. During his interrogation, a pro-government outlet claimed he was part of a\u00a0<a href=\"https:\/\/www.facebook.com\/mrtvtchad\/posts\/549849234870071\/\" target=\"_blank\" rel=\"noopener\">plot<\/a>\u00a0against the state. The claim was based on information allegedly found on his phone, including exchanges with French officials and President Emmanuel Macron. It is extremely rare in Chad for a former prime minister to face such action, suggesting underlying political motives.<\/p>\n<p>Shortly after his arrest, Chad\u2019s public prosecutor <a href=\"https:\/\/www.reuters.com\/world\/africa\/chads-former-pm-taken-into-custody-party-official-says-2025-05-16\/\" target=\"_blank\" rel=\"noopener\">publicly accused<\/a>\u00a0Masra of inciting hatred, complicity in murder, and forming armed groups. He cited social media messages allegedly urging people in southern Chad to arm themselves against herder communities. These charges relate to a deadly\u00a0<a href=\"https:\/\/tchadinfos.com\/massacre-de-mandakaou-38-morts-voici-ce-qui-sest-passe\/\" target=\"_blank\" rel=\"noopener\">farmer-herder conflict<\/a>\u00a0that left 42 dead and caused major damage, mostly among the Fulani community.<\/p>\n<p>Meanwhile, at a\u00a0<a href=\"https:\/\/tchadinfos.com\/2025\/05\/17\/drame-de-mandakaou-le-gouvernement-donne-sa-version-des-faits\/\" target=\"_blank\" rel=\"noopener\">press conference<\/a>\u00a0three government ministers said an audio message in Ngambaye, Masra\u2019s native language, was linked to him. According to them, the recording directly urged the killing of Fulani herders in their camp.<\/p>\n<h3>Audio recording<\/h3>\n<p>This accusation was made without independent investigation. The government\u2019s message was amplified by ruling party heavyweights on social media and in politically and ethnically charged WhatsApp groups. The rapid developments gave the impression of a judicial system being weaponised. Many Chadians already see the judiciary as a tool of the military regime.<\/p>\n<p>According to Masra\u2019s lawyers, the audio presented as evidence\u00a0<a href=\"https:\/\/www.rfi.fr\/en\/africa\/20250707-lawyers-of-chadian-jailed-opposition-leader-succes-masra-call-on-macron-to-intervene\" target=\"_blank\" rel=\"noopener\">dates back to 2023<\/a>. The authenticated 2023 recording captures Masra, in exile, urging the Ngambaye people to arm themselves and defend their community against herder attacks on farmers.<\/p>\n<p>Masra is not the first politician to call for self-defence in Chad. Rising intercommunal violence is widespread, fuelled by social injustice, impunity and insecurity.<\/p>\n<p>&nbsp;<\/p>\n<p>Chadian criminal law guarantees the presumption of innocence and the right to legal counsel from the <a href=\"https:\/\/www.africa-laws.org\/Chad\/criminal%20law\/Code%20de%20proc%C3%A9dure%20p%C3%A9nale.pdf#page=18\" target=\"_blank\" rel=\"noopener\">preliminary investigation stage<\/a>. Yet no such process was followed for Masra. At the same time, government communications targeting him multiplied.<\/p>\n<p>Officials took the unusual step of leaking unverified \u201cevidence\u201d (the audio) while the investigation was still underway, a clear breach of procedure.<\/p>\n<h3>The Touma\u00ef Agreement<\/h3>\n<p>During the seventh anniversary of Les Transformateurs, Masra publicly\u00a0<a href=\"https:\/\/fr.apanews.net\/news\/tchad-koulamallah-repond-a-masra-apres-son-appel-a-changer-de-cap\/\" target=\"_blank\" rel=\"noopener\">urged<\/a>\u00a0Mahamat Idriss D\u00e9by to \u201cchange course and deliver the change the people demand\u201d.<\/p>\n<p>A striking revelation from that anniversary event was the existence of another deal, known as the\u00a0<a href=\"https:\/\/apanews.net\/chad-opposition-leader-faces-fresh-hearing\/\" target=\"_blank\" rel=\"noopener\">Touma\u00ef Agreement<\/a>\u00a0between the government and Masra\u2019s political party, meant to end the political crisis in Chad. This was in addition to the\u00a0<a href=\"https:\/\/www.hrw.org\/news\/2025\/07\/30\/is-the-kinshasa-accord-tackling-chads-political-crisis-dead\" target=\"_blank\" rel=\"noopener\">Kinshasa Accord<\/a>.<\/p>\n<p>Masra\u2019s lawyers argued that the Touma\u00ef Agreement should protect Masra from prosecution as it lifted an international arrest warrant against him.
