Tokyo pledged\u00a0$5.5 billion in loans, arranged through the African Development Bank, to advance sustainable development and help tackle Africa\u2019s mounting debt burdens. Additionally, Japan announced plans to train\u00a030,000 AI experts over the next three years\u00a0to boost digital transformation and job creation across the continent.<\/p>\n<p>Echoing that,\u00a0U.N. Secretary-General Ant\u00f3nio Guterres\u00a0called for broader global reforms:<\/p>\n<p>\u201cAfrica must have a stronger voice in shaping the decisions that affect its future. That includes long overdue reform of the Security Council, where, incredibly, Africa has no permanent member \u2026 and an overhaul of today&#8217;s unjust and unfair international financial architecture that must enhance African representation and endorse a strong African voice in the decisions being made.\u201d<\/p>\n<p>Meanwhile,\u00a0Angola\u2019s President and African Union Chair, Jo\u00e3o Louren\u00e7o, acknowledged the critical financial hurdles facing the continent:<\/p>\n<p>\u201cThe African continent continues to face persistent barriers and limited, complex access to international financing \u2026 many African countries have been rated as high-risk borrowers, making them barely eligible for low-cost capital. Yet such capital is absolutely essential for investment in infrastructure, electrification, industrialization, and technological advancement.\u201d<\/p>\n<p>TICAD 9, attended by roughly\u00a050 African countries\u00a0alongside global organizations, is Japan\u2019s latest effort to reclaim influence in Africa as U.S. engagement wanes and China\u2019s presence grows.
