{"id":11126,"date":"2024-03-14T15:04:29","date_gmt":"2024-03-14T15:04:29","guid":{"rendered":"https:\/\/qiraatafrican.com\/en\/?p=11126"},"modified":"2024-03-14T15:05:18","modified_gmt":"2024-03-14T15:05:18","slug":"inflation-in-nigeria-is-still-climbing-while-it-has-slowed-globally-heres-why","status":"publish","type":"post","link":"https:\/\/qiraatafrican.com\/en\/11126\/inflation-in-nigeria-is-still-climbing-while-it-has-slowed-globally-heres-why\/","title":{"rendered":"Here&#8217;s why inflation has dropped internationally but is still rising in Nigeria"},"content":{"rendered":"<p>By <em><strong><a href=\"https:\/\/theconversation.com\/inflation-in-nigeria-is-still-climbing-while-it-has-slowed-globally-heres-why-222226\" target=\"_blank\" rel=\"noopener\">Stephen Onyeiwu<\/a>*<\/strong><\/em><\/p>\n<p>&nbsp;<\/p>\n<p>Just as Nigerians were gradually digging out from the devastating effects of the\u00a0<a href=\"https:\/\/www.who.int\/europe\/emergencies\/situations\/covid-19\" target=\"_blank\" rel=\"noopener\">COVID-19 pandemic<\/a>, they were hit by high\u00a0<a href=\"https:\/\/theconversation.com\/nigerians-feel-the-pinch-as-food-prices-continue-to-spiral-there-arent-easy-solutions-188489\" target=\"_blank\" rel=\"noopener\">inflation<\/a>.<\/p>\n<p>The Nigerian economy contracted by\u00a0<a href=\"https:\/\/www.weforum.org\/agenda\/2020\/08\/africa-largest-economy-worst-contraction-in-a-decade\/\" target=\"_blank\" rel=\"noopener\">6.1%<\/a>\u00a0at the peak of COVID in the second quarter of 2020. Unemployment rate rose from 27% in the second quarter of 2020 to 33% in the fourth quarter of the same year.<\/p>\n<p>The World Bank estimated that\u00a0<a href=\"https:\/\/theconversation.com\/nigerias-covid-19-economic-plan-has-delivered-disappointing-results-heres-why-169417\" target=\"_blank\" rel=\"noopener\">11 million Nigerians<\/a>\u00a0were pushed into poverty during the pandemic, in addition to the 100 million (out of 200 million people in the country) who were already classified as poor.<\/p>\n<p>Now, Nigerians have to grapple with unprecedented inflation too.<\/p>\n<p>Nigeria\u2019s <a href=\"https:\/\/www.cbn.gov.ng\/rates\/inflrates.asp\" target=\"_blank\" rel=\"noopener\">inflation rate<\/a>\u00a0rose to 29.90% in January 2024, from 28.92% in December 2023. This is the highest it has been in two decades.<\/p>\n<p>Global inflation has reached historic levels during the past three years. The International Monetary Fund expects\u00a0<a href=\"https:\/\/www.imf.org\/en\/Blogs\/Articles\/2024\/01\/12\/charts-spotlight-inflation-economic-growth-globalization-and-climate-change\" target=\"_blank\" rel=\"noopener\">global inflation<\/a>\u00a0to fall, however, from 8.7% in 2022 to 6.8% in 2023 and 5.2% in 2024.<\/p>\n<p>The\u00a0<a href=\"https:\/\/www.bbc.com\/news\/business-68277677\" target=\"_blank\" rel=\"noopener\">US<\/a>\u00a0and the\u00a0<a href=\"https:\/\/www.ft.com\/content\/0c1f51ff-e42c-4bbc-938a-2cc97c73894a\" target=\"_blank\" rel=\"noopener\">EU<\/a>\u00a0have seen inflation decline during the past few months, prompting central banks to pause interest rate hikes.<\/p>\n<p>In fact, central banks in developed countries are\u00a0<a href=\"https:\/\/www.weforum.org\/agenda\/2023\/11\/interest-rate-hikes-pause-and-other-economy-stories-to-read-3-november-2023\/\" target=\"_blank\" rel=\"noopener\">expected<\/a>\u00a0to begin reducing interest rates this year.<\/p>\n<p>So why is inflation rising in Nigeria while it has been declining in other parts of the world?<\/p>\n<p>As a\u00a0<a href=\"https:\/\/sites.allegheny.edu\/econ\/faculty-staff\/stephen-onyeiwu\/\" target=\"_blank\" rel=\"noopener\">development economist<\/a>\u00a0who has been studying the Nigerian economy for over four decades, I argue in this article that the factors that are pushing inflation downward in other parts of the world are moving in the opposite direction in Nigeria.<\/p>\n<p>I also suggest that no single factor can adequately explain rising inflation and escalating food costs in Nigeria. Nigeria\u2019s unprecedented inflation is a case of multiple factors interacting to trigger\u00a0<a href=\"https:\/\/www.investopedia.com\/articles\/05\/012005.asp\" target=\"_blank\" rel=\"noopener\">cost-push inflation<\/a>.<\/p>\n<p>If not addressed urgently, Nigeria\u2019s rising inflation could result in \u201c<a href=\"https:\/\/www.britannica.com\/money\/what-is-stagflation\" target=\"_blank\" rel=\"noopener\">stagflation<\/a>\u201d. This is when the lack of robust economic growth is combined with hyperinflation.<\/p>\n<p>With high numbers of\u00a0<a href=\"https:\/\/www.statista.com\/statistics\/1288721\/number-of-people-unemployed-in-nigeria\/#:%7E:text=Total%20unemployed%20population%20in%20Nigeria%202010%2D2021&amp;text=As%20of%202021%2C%20the%20total,in%20any%20form%20of%20employment.\" target=\"_blank\" rel=\"noopener\">unemployed people<\/a>\u00a0who must purchase basic necessities at very high prices, Nigeria risks widespread protests, social tensions and political instability.<\/p>\n<h3><strong>Fuel prices<\/strong><\/h3>\n<p>Declining\u00a0<a href=\"https:\/\/www.cnn.com\/2023\/11\/22\/energy\/oil-prices-fall-opec-meeting-delayed\/index.html\" target=\"_blank\" rel=\"noopener\">oil prices<\/a>, caused by a slow post-pandemic economic recovery, are causing freight prices to fall, which in turn has lowered production costs and consumer prices in many countries.<\/p>\n<p>But Nigerians are not benefiting from the global decline in oil and natural gas prices. Rather, they are paying substantially more at the pump because of the\u00a0<a href=\"https:\/\/www.economist.com\/middle-east-and-africa\/2023\/06\/08\/nigerias-new-president-scraps-the-fuel-subsidy\" target=\"_blank\" rel=\"noopener\">removal<\/a>\u00a0of fuel subsidies.<\/p>\n<p>Fuel prices\u00a0<a href=\"https:\/\/www.reuters.com\/world\/africa\/nigeria-petrol-prices-soar-record-high-after-subsidy-removal-2023-07-18\/\" target=\"_blank\" rel=\"noopener\">soared<\/a>, from N557 (US$0.35) to N617 (US$0.39) per litre, after the removal of the subsidy in May 2023.<\/p>\n<p>In other words, while\u00a0<a href=\"https:\/\/www.barrons.com\/articles\/natural-gas-prices-51674768324\" target=\"_blank\" rel=\"noopener\">falling<\/a>\u00a0oil and natural gas prices are reducing production costs in other countries, costs are\u00a0<a href=\"https:\/\/www.thecable.ng\/domino-effect-of-petrol-subsidy-removal-on-food-income-insecurity\" target=\"_blank\" rel=\"noopener\">rising<\/a>\u00a0in Nigeria.<\/p>\n<p>A World Bank\u00a0<a href=\"https:\/\/documents1.worldbank.org\/curated\/en\/099061623093529051\/pdf\/P1779950377213012089e701681a43e5558.pdf\" target=\"_blank\" rel=\"noopener\">study<\/a>\u00a0found that complete removal of fuel subsidies, except kerosene subsidies, increases economy-wide prices by 3.4%.<\/p>\n<h3><strong>Supply constraints and inflation<\/strong><\/h3>\n<p>Another factor that is causing global inflation to decline is the\u00a0<a href=\"https:\/\/www.reuters.com\/markets\/goodbye-maybe-great-inflation-scare-world-bank-blog-2023-12-18\/\" target=\"_blank\" rel=\"noopener\">easing<\/a>\u00a0of pandemic-era supply chain bottlenecks, which has occurred faster than expected.<\/p>\n<p>Nigeria, however, continues to endure supply constraints because of the\u00a0<a href=\"https:\/\/apnews.com\/article\/nigeria-foreign-exchange-rate-naira-2d0d62bc89358b957edd602f506b7650\" target=\"_blank\" rel=\"noopener\">floating<\/a>\u00a0of the local currency, the naira. Floating the naira means its value will from now on be determined by market forces of demand and supply, or what the Central Bank of Nigeria refers to as \u201cthe willing seller, willing buyer\u201d\u00a0<a href=\"https:\/\/www.cbn.gov.ng\/Out\/2024\/TED\/Circular%20on%20allowable%20limit%20of%20exchange%20rate%20quoted%20by%20IMTOs.pdf\" target=\"_blank\" rel=\"noopener\">exchange rate<\/a>.<\/p>\n<p>The central bank previously adopted a \u201c<a href=\"https:\/\/byjus.com\/commerce\/managed-floating\/\" target=\"_blank\" rel=\"noopener\">managed floating<\/a>\u201d policy, whereby it periodically adjusted the official exchange rate. But the adjustment criteria were considered to be too opaque and un-reflective of market fundamentals.<\/p>\n<p>The naira depreciated by\u00a0<a href=\"https:\/\/businessday.ng\/news\/article\/naira-loses-69-of-its-value-against-dollar-since-fx-reforms\/\" target=\"_blank\" rel=\"noopener\">69%<\/a>\u00a0between June 2023 when the foreign exchange market was\u00a0<a href=\"https:\/\/www.centralbanking.com\/central-banks\/reserves\/foreign-exchange\/7959058\/nigeria-liberalises-exchange-rate\" target=\"_blank\" rel=\"noopener\">liberalised<\/a>\u00a0and the middle of February 2024.<\/p>\n<p>Currency depreciation has increased import costs. Nigeria is an import-dependent economy, and Nigerian importers are purchasing goods at prices that are already very high abroad. The costs of these goods have also gone up because of higher tariffs caused by the\u00a0<a href=\"https:\/\/punchng.com\/industrialists-parents-lament-as-troubled-naira-ends-2023-at-907\/\" target=\"_blank\" rel=\"noopener\">depreciation<\/a>\u00a0of the naira.<\/p>\n<p>For instance, only 1% of the roughly\u00a0<a href=\"https:\/\/www.ifpri.org\/blog\/russia-ukraine-crisis-presents-threats-nigerias-food-security-potential-opportunities\" target=\"_blank\" rel=\"noopener\">six million metric tonnes<\/a>\u00a0of wheat that Nigeria consumes annually is produced domestically. The\u00a0<a href=\"https:\/\/www.cfr.org\/global-conflict-tracker\/conflict\/conflict-ukraine\" target=\"_blank\" rel=\"noopener\">war in Ukraine<\/a>\u00a0has raised food prices in Nigeria, as the country imports wheat from Russia and Ukraine, in addition to fertilizers from Russia.<\/p>\n<p>Thus, much of Nigeria\u2019s inflation is caused by a combination of oil subsidy removal and devaluation of the naira. Making it worse are longstanding supply constraints like instability in\u00a0<a href=\"https:\/\/www.vanguardngr.com\/2024\/02\/what-tinubu-must-do-to-avert-food-riots-in-nigeria\/\" target=\"_blank\" rel=\"noopener\">food-producing areas<\/a>\u00a0of the country, deteriorating rural infrastructure, climate change and the exodus of rural dwellers to urban centres in search of opportunities.<\/p>\n<p>Food inflation in Nigeria also reflects low productivity in the agricultural sector. Output has failed to keep up with population growth. Nigeria\u2019s population has been growing by about\u00a0<a href=\"https:\/\/theconversation.com\/nigerias-growing-population-can-be-an-advantage-with-better-data-and-a-policy-focus-on-young-people-209530\" target=\"_blank\" rel=\"noopener\">2.4%<\/a>\u00a0a year, while the growth of agricultural value added is a paltry\u00a0<a href=\"https:\/\/tradingeconomics.com\/nigeria\/agriculture-value-added-annual-percent-growth-wb-data.html\" target=\"_blank\" rel=\"noopener\">1.8%<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<h3><strong>Uncertain inflationary outlook<\/strong><\/h3>\n<p>Inflation is cooling globally partly because of the restrictive monetary and fiscal policies of many countries across the world. Central banks hiked interest rates aggressively and many governments cut spending.<\/p>\n<p>Nigeria\u2019s Central Bank governor\u00a0<a href=\"https:\/\/www.cbn.gov.ng\/AboutCBN\/TheBoard.asp?Name=Mr%2E+Olayemi+Cardoso&amp;Biodata=cardoso\" target=\"_blank\" rel=\"noopener\">Olayemi Cardoso<\/a>\u00a0expects Nigeria\u2019s inflation rate to decline to\u00a0<a href=\"https:\/\/www.cbn.gov.ng\/Out\/2024\/CCD\/MPC%20Communique%20No%20150%20of%20the%20CBN%20Feb%202024.pdf\" target=\"_blank\" rel=\"noopener\">21.4%<\/a>\u00a0in 2024, following interest rate increases and\u00a0<a href=\"https:\/\/www.cbn.gov.ng\/Out\/2024\/CCD\/NESG%20CBN%20Governor&#039;s%20Keynote%20Speech.pdf\" target=\"_blank\" rel=\"noopener\">rising<\/a>\u00a0agricultural productivity.<\/p>\n<p>But I don\u2019t expect a steep fall in Nigerian\u2019s inflation this year.<\/p>\n<p>First, inflation-targeting policies have lagged effects, and usually take time to make a difference to consumer prices.<\/p>\n<p>Second, many prices are typically \u201csticky\u201d downward. Once they go up they don\u2019t come down \u2013 or only very gradually.<\/p>\n<p>Lastly, Nigeria\u2019s inflation targeting policy can only be effective if it is coupled with fiscal discipline by the executive and legislative branches of government.
